TRASH OR ART?

The Wexler Gallery is hosting an open enrollment exhibition to area Philadelphia Artists. John, a contemporary artist working in Philadelphia, feels strongly that the city should clean up their streets. Based on these concepts, John has collected dented and damaged soda cans from his Philadelphia neighborhood. Excited, John creates a formation of soda cans which he believes ressembles a landfill and submits it to The Wexler Gallery. The gallery director has refused John's formation of soda cans, citing that it is simply a pile of recyclables. Who decides what is art? John or The Wexler Gallery Director?
